Brazil: New public policies on industrial energy efficiency

Under the PotencializEE program, coordinated by the Ministry of Mines and Energy (MME) of Brazil, the Ministry of Development, Industry, Commerce and Services (MDIC) of Brazil, the German Agency for International Cooperation (GIZ), and in alliance with the National Confederation of Industry (CNI), several public policy proposals were presented that would promote decarbonization and industrial growth in Brazil through energy efficiency, with the aim of generating savings of at least 2 billion dollars and 4.5 MtCO₂e (million tons of CO₂ equivalent) in emissions reduction by year 2050.

The public policy proposals, that were developed based on technical studies with the participation of energy services companies (ESCOs), technology providers, industrial representatives and energy distributors, include the following:

• Proposals to boost the Energy Efficiency Program (PEE) from the National Electric Energy Agency (ANEEL), for the development of energy efficiency projects in small and medium-sized industries in different segments.

• Promotion of industrial energy efficiency in thermal energy, through incentives and better conditions for the use of cogeneration technologies, waste heat recovery, training, energy management and innovation.
